The HUSD #3 Indian Education program is dedicated to Helping Unique Students Develop by offering a range of specialized support services for Native American students. Our program includes:
Title VI Indian Education Program:
Focuses on the academic and cultural enrichment of Native American students, providing essential resources to help them excel in their educational journey.
Johnson O'Malley (JOM) Program:
Offers targeted support for Native American students, including tutoring, cultural activities, and Navajo Language courses.
Impact Aid
Impact Aid provides federal funds to school districts that lose local tax revenue due to tax-exempt federal properties, helping maintain quality education and services for all students.
Arizona ELL Program:
Assists English Language Learners, including Native American students, in developing English proficiency while respecting and preserving their cultural heritage.

HUSD #3 annually evaluates, updates, and approves Indian Policies and Procedures in consultation with the US Department of Education and the Navajo Nation.

Tribal Consultation Recommendations and Suggestions
Annually HUSD #3 encourages feedback and recommendations on policies, procedures, and programs serving our Native American students. The attached document is an ongoing document stating those recommendations.
Tribal Consultation Attestation
HUSD #3 meets with tribal officials twice a year to discuss Impact Aid, student achievement and feedback on program improvement.
Johnson O'Malley was created to meet the special and unique needs of American Indian Students. Johnson-O'Malley funds are not to take the place of federal, state, or local funds.
The purpose of Johnson O'Malley (JOM) programs is to provide supplemental support to Native American students, including tutoring, cultural activities, and financial assistance, to enhance academic achievement and cultural pride. These programs are tailored to meet the unique needs of Native American students, fostering their success and community involvement.
To receive Johnson O'Malley funding, the Holbrook Unified School District contracts with the Navajo Nation Department of Diné Education. The contract is governed by broad regulations that outline the requirements, allowing programs to be tailored to meet local needs. Two key requirements under the Johnson O'Malley Act ensure parent participation and control: the establishment of an Indian Education Committee and the development of an Education Plan.

The purpose of Title VI funding is to support the academic achievement and cultural preservation of Native American students. It provides financial resources to schools and districts to implement programs that meet the unique educational and cultural needs of Native American students, ensuring they have equitable opportunities to succeed academically while maintaining their cultural identity.
The Title VI program provides funding to school districts and eligible private schools to support the educational and cultural needs of Native American students. Schools apply for these funds by conducting a needs assessment and developing targeted programs, which may include tutoring, cultural activities, and teacher training. An Indian Parent Committee plays a key role in approving and guiding the use of these funds to ensure they meet community needs. The program emphasizes accountability through regular monitoring and reporting to ensure the initiatives positively impact Native American students' academic success and cultural preservation.
